Thinking of starting up my goal of 99 Thieving for the SKOTM so getting used to Pyramid Plunder but until then, what do i have to do so i can trade noted artifacts for charges?

noted artifacts for charges on a sceptre cant be done.
noted artifacts to simon at the agility pyramid for $$ do all those deep desert quests.
